on neocities you have to write the full html layout too. you can use your CSS skills of course, but you first need something to apply that to. site generators are a bit annoying, i suggest you try writing it from scratch. mozilla dev net has some guides up that you could check out. start with something simple like just a few headings and paragraphs, then maybe do more complicated layouts. you can do all of that right from the neocities editor
